Superior Program Management, January 2015
"Mr. Charlie Delph played an integral role in the Campus-wide replacement of the Public Address System (PAS); without which, the project would have incurred additional cost and schedule delays. Mr. Delph had the full responsibility for the oversight of all design efforts as well as participating in and supervising the deployment and integration of the system. As part of this effort, Mr. Delph oversaw the design process, documentation of existing conditions, and validation of engineering assumptions. This required innumerable hours of effort, often times at night and on weekends, as the new system needed to be fully installed while maintaining the existing life-safety system in an operational status.
If not for the dedication and tireless efforts of Mr. Delph the Capitol Campus and all whom the USCP is charged to protect would have been exposed to potential risk due to the continued use of the legacy PAS which was in use well past the intended lifecycle. Thanks to Mr. Delph for his continued commitment to the USCP mission."
Team Performance Award, January 2014
"The members of the Project Planning Section (SSB/PSD) are most highly recommended for Honorable Mention Ribbons for their superb performance of duty while continuing operations during the government shutdown (October 2013). With skill sets exceeding those of the finest Design Build Firms in the private sector, the Project Planning Section set the standard for Project Leadership and Mission Accomplishment in a time of great uncertainty and all-time project stakeholder staff shortages during the Government Shutdown.
The Project Planning Section and, by extension, the Security Installation Team were instrumental in completing (during an active government shutdown) 8 projects, totalling over $615,000 obligated funds; actively managing 85 on-going projects; and, carrying out day-to-day, section-specific duties necessary for continued operations.
The team's project leadership and commitment to duty contribute to the highest standards of mission readiness and ensured the physical security posture of the US Capitol Complex remained at the highest possible levels. The Project Planning Section's noteworthy accomplishments, perseverance, and devotion to duty reflect great credit upon themselves and uphold the highest traditions of United States Capitol Police."
Exemplary Volunteer Service, January 2013 & January 2014
"In recognition for support and assistance with the USCP's efforts with the 2013-14 Combined Federal Campaign. The USCP raised over $67,500 which will support the life-enhancing and life-saving work of more than 4,400 charities. The success of this campaign can be directly attributed to Mr. Delph's hard work and dedication."
